New funding platforms

We’ve added the following to the list of external funding platforms:

• Community Bridge
• Liberapay
• IssueHunt
• Otechie

Include these using community_bridge: <project_name>, liberapay: <handle>, issuehunt: <handle>, or otechie: <handle>, respectively, in your FUNDING.yml file.
